This is an auto-generated pull request to merge main into prod for a staging release on 2024-09-21 with the last commit being merged as fd289ed

* Working on a race hazard fix

This does two things:

1. Makes the dissemination fully atomic (both the data dissemination and
   state machine update)
2. Removes the "SUBMITTED" status, which was never user visible, and
   seems to play no role (other than to be confusing).

* Adding a compose file that supports two FAC instances

* Includes better comments for the race hazard

Makes it easier to communicate the exploration.

I believe this code represents how we should structure the submission to
protect against a race from multiple button presses/multiple FAC
instances at time of submission.

* Ready for testing, linting.

This cleans up the comments and code, along with a README to support the
race hazard debugging. We may yet discover more issues in this part of
the code later, so the documentation is thorough for the sake of future
interpretation of the thinking involved.

* Linting.

* Forgot to add the README.

This supports the race condition debugging.
It is causing problems with the local files, need to deep dive on the
bootstrap-env

Terraform plan for production

Plan: 1 to add, 1 to change, 1 to destroy.
Terraform used the selected providers to generate the following execution
plan. Resource actions are indicated with the following symbols:
!~  update in-place
-/+ destroy and then create replacement

Terraform will perform the following actions:

  # module.production.module.cors.null_resource.cors_header must be replaced
-/+ resource "null_resource" "cors_header" {
!~      id       = "*****************" -> (known after apply)
!~      triggers = { # forces replacement
!~          "always_run" = "2024-09-18T17:36:49Z" -> (known after apply)
        }
    }

  # module.production.module.https-proxy.cloudfoundry_app.egress_app will be updated in-place
!~  resource "cloudfoundry_app" "egress_app" {
        id                              = "5e81ca8b-99cf-41f8-ae42-76652d51a44c"
        name                            = "https-proxy"
!~      source_code_hash                = "e246274fca627d48afccde010de949371f24b6c9974c48aa91044acd36654fa8" -> "cfddd8df06cdb61c6b5a5fe8b879a9ad5b8eeb0752a9f7d73bf4ae050184e237"
#        (21 unchanged attributes hidden)

#        (1 unchanged block hidden)
    }

Plan: 1 to add, 1 to change, 1 to destroy.

Warning: Argument is deprecated

  with module.domain.cloudfoundry_service_instance.external_domain_instance,
  on /tmp/terraform-data-dir/modules/domain/domain/main.tf line 45, in resource "cloudfoundry_service_instance" "external_domain_instance":
  45:   recursive_delete = var.recursive_delete

Since CF API v3, recursive delete is always done on the cloudcontroller side.
This will be removed in future releases

(and 6 more similar warnings elsewhere)
