Quest Improvements - 17 February (#15547)

* carbon chemically fixes

* use oredict for xenon cell

* dont give broken item as reward

* fix vroooom prereq

* update lv wiremill quest

* update chunk loading quest

* adjust steam grinder task amounts

* add hint to applied greg quest

* improve starter quest

* remove incorrect crafting advice from witchery distillery
