Slow Boots + Omni Toggle

I've added a new boot that replaces most of the effect of some glitchy ring we removed at the request of one of our members, this boot is slow as all fuck, its main use is allowing users to place blocks easier while flying (or walking) to avoid those gaps that happens with the current walk speed.

Likewise, there was a new toggle added to allow users to toggle between the new omnidirectional speed mode and the default Thaumcraft unidirectional speed mode.
