Implement the US federal holidays defined in federal law (5 U.S.C. 6103) according to https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/

However it does not take into account that some states do not recognize all federal holidays. This would be a separate task where some inside help from people living in the US would be beneficial. So anyone who wants to help out here implementing and/or maintaining the holidays of their state, feel free to drop a comment here or in our Discord channel.

Closes #114

As defined in federal law (5 U.S.C. 6103) according to https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/

Closes #114
