Closes #40. Once we get a little further with the agent and self-checks, we'll want to decide (from a product perspective) which checks should result in which LED status. This just pulls the code in, and makes sure we persist the state in a file for cases where there's no supported LED but we might want to know what it is, or cases where we might want to know the LED state remotely.
