add table of publishers with consistent reporting-org-ref under inconsistent table in the reporting_orgs template.

This is so that we can match reporting-org names to our internal names for organisations so that we can start publishing other org id’s (per DFID requirements).

Has this made it into the public Dashboard? Doesnt seem to be: http://dashboard.iatistandard.org/reporting_orgs.html

Hi @drmrsmith and @stevieflow this was due to be reviewed at an internal meeting today in fact, although the meeting needed to be rearranged for tomorrow. I'll update further then.

Many thanks for the submission @drmrsmith - could I ask how you would find this useful for your purposes? Any other feedback about the dashboard - or just how you are using it - is always appreciated!

Hi @drmrsmith this additional feature has now been discussed at an IATI Tech Team meeting.

We presume that you have suggested this feature in order to obtain a list of all IATI organisation identifiers currently reported in IATI data?

We think this is a highly valid feature, and a good short-term solution, as work to produce a directory of reporting orgs and organisational identifiers is in development (this work being led by by the new Joined Up Data Alliance as it is a problem faced by many data standards).

However, we believe that it would be better (from a UI point of view) to present this list of consistent reporting-orgs in a new tab. This would be similar to how tabs work on the Dashboard's 'Comprehensiveness' pages:

The IATI Tech team will not have resources to convert this to a tab in the short-term, so if you are able to modify this pull request in this regard, we will be happy to merge and deploy your code.
