Updated how-to guide on wire cutting (to be used for APAC Practitioner's Forum)
The notebook has been updated to Estimator V2
ZNE extrapolation was failing in the previous version, most likely because the circuit was too shallow for using noise factors 1, 1.2, 1.4. Moved to a deeper circuit.
Applying layout to the observable has been simplified.

Summary
This is a challenge notebook on dynamical decoupling. The goal is to enable the users with the use of different DD sequences -- when is DD useful, and which DD sequence is more useful.
