docs(challenges): add DD notebook #48

Summary

This is a challenge notebook on dynamical decoupling. The goal is to enable the users with the use of different DD sequences -- when is DD useful, and which DD sequence is more useful.

The circuit is updated to include the concept of density. The challenge questions are added.
