IOC generator: change to new format

As of #6555 we now put the emulators and system tests into the support repo of new IOCs. As a developer I would like the IOC generator to do this for me when I create a new IOC

Acceptance criteria

• Emulator and system tests are moved into generated IOCs support directory
• IOC tests run but fail in generated ioc repository
• structure looks correct and similar to https://github.com/ISISComputingGroup/EPICS-CCD100
• Changes are documented on dev wiki - need IOC generator: issues #4659 to do this as it will solve the git issues

To review:

• run IBEX_device_generator.py with device name, ticket name and device count
• run tests in support\devicename\master\system_tests with run_tests.bat (with --no_git - see comment below)
  Note: git may or may not work for this, there is a ticket IOC generator: issues #4659 to fix this
