In the recipe, nuclear fuel was replaced by rocket fuel

Plutonium fuel cell
The MOX fuel has been split into MOX fuel as a mix of Pu-238 and U-238 and a Plutonium fuel cell made with Plutonium-239, Pu-238 and Uranium-238, and is used in a regular reactor. the MOX reactor has been given a 150% neighbour bonus
Fuel cycle rebalance
The breeder reactor now has a higher output but only 50% neighbour bonus. Also the fuel cycle to generate Pu-239 has been tweaked, so that breeder reactors become a much more viable option. Advanced nuclear fuel reprocessing gives much less Plutonium-239 now.
