Rebase and Merge

Summary

This is to clean up the release/2.8.x branch as the branch reaches to a point that it will only contains critical CVE changes since 2.8.5 plus some CI changes. We highly recommend any 2.8 users upgrade their install base to the latest Kong OSS version to get latest features as well as bug fixes.

The PR does the following things:

  • Reverted all non CI or test related PRs since 2.8.5
  • Cherry-picked all the CI related changes from the release/2.8.5
  • Backported the commits to deprecate a few OSs
