Added python 3.12 to list of python-versions to build wheels for
Removing reference to python 3.12. Adding it to build matrix caused errors. More investigation required.
Updating setup-python to v4
Trying python 3.12 with updated setup-python
Update build_wheels.yml
Incremented version to 3.4.0
Removed 3.7 from python-version matrix. Official support for Python 3.7 ended 2023-06-27

Updated some github actions versions due to existing versions being deprecated
actions/upload-artifact@v4 is causing build errors on github. downgrading to actions/upload-artifact@v3 to try to get the github builds working again. if that works then investigate what needs to change to support actions/upload-artifact@v4 later
