- Need to be able to set buildable to false.
- Cleaning up syntax on Tioga, need to test if it changes the behavior of Spack.
- Need to verify that the "buildable = false" libraries are indeed not being built.
- Is there a way to grab the list of "buildable = false"? Would this be similar to handles?
