Prior to this PR, tests weren't able to compile. This was due to librustdrivechain not being included in the test Makefiles. The first commit here fixes that.
The second commit sets up CI to build tests. Note that we're not running tests, as those fail... On my machine I get a segmentation fault in the bloom filter/merkle block tests. Currently trying to dig into that to understand what's going on.
