Provide revision description/reference and copyright year

From https://listserv.ieee.org/cgi-bin/wa?A2=STDS-802-1-L;7cd6330f.24 The modules that you referenced below had a "TODO" in the revision description/references and unchanged copyright year. I have supplied suggested text and updated the copyright. While the Q-revision and copyright years (at least) can be expected to change right up to publication, with a consequence change in module revision date, there is no reason not to get the text to the point where no judgment will be required in making those updates (potentially in pre-publication editing). The text I have supplied for revision description detail is deliberately simple, just enough to give the reader a clue for rationale. In particular I have not dug into the exact detail of the changed must statements and the formal dependencies - because that could be misinterpreted as a deliberately very narrow work around.
