Use the dispatch tables provided by the Vulkan-Utility-Libraries' UtilityHeaders target rather than the tables from Validation Layers. This is the first commit in removing ValidationLayers as a dependency.

Also formatted various files since I modified them, and well, they needed to be formatted.
