Create MAAP invite tool

Create a button in maap-project.org where users can invite 'pre-approved' users to MAAP. These pre-approved users should not be required to obtain account approval prior to first login.

To track referrals, add a referred-by field in the MAAP pre_approved table for indicating which MAAP user invites these new users.

which users can invite users?
it doesn't go thru the WP admin page? this would be a layer on top of the WP admin page, that hits your API?

A user who is an org maintainer may invite users.

The invite tool should be on the public-facing WP site (as well as admin), so anyone with invite-access (org maintainers) may invite users.
