• Function to calculate measurement time from Eiscat paper.
• Added measurement time method flag to apply mr acf technique or not.

• All pulse lengths and IPPs are now in nano seconds.

MIPS 2.1.0 Open Source Release

This is the initial open source release of MIPS it consists of the primary simulator, basic tools for performance estimation, mapping support, and examples. Initial support for parallelization using Dask is included but not well tested. A configuration file based experiment description API is in initial stages and not yet functional.
