Basic workflow file without magic, inspired from the one we use for the undecidability library.

There is a caching issue which we're still trying to resolve (uds-psl/coq-library-undecidability#98), but that problem doesn't really prevent CI from working.
Probably, the file can be just copied to other branches as well.
