Adds a Dependabot configuration.

Also:

  • adds a ci label to the Version.swift file change PRs created by the prepare-release.yml workflow so they are excluded from release notes.
  • adds a paths filter to the test workflow's push and pull_request triggers so that PRs without testable changes -- like this one -- don't trigger pointless tests
