Dummy users no long work using internal shortcut

Current Behavior

Using cmd + shift + 1 on the local instance brings up an option to quickly change between users. However, this no longer works – either the user cannot be found, or an error is presented saying:

Cannot read the properties of undefined (reading 'attributes')

Acceptance Criteria

• Quick user select works

@frozenhelium has implemented a feature flag to disable MFA locally, will test if this works now.
