Temporary hack to create an exact export name and reduce the likelihood of a duplicate export error by using a flag that defaults false.
A downstream application needs a cf export name
<stack-name>-cognito-app-secret, to cause this exact pattern to be used only once, only enableadd_congito_app_secret_exportfor one programmatic client.
