update GF/C3 for SRW3.0 release

Description

Update the GF/C3 for the SRW 3.0.0 release. It includes some of the GF/C3 updates implemented for RRFSv1 and still was successful in reproducing predicted severe storms. It also includes the simplified cold pool parameterization for C3.

The results of GF/C3 related RT cases will be changed.

Testing

How were these changes tested? These changes were tested with full RT tests.
What compilers / HPCs was it tested with? It was tested on Hera with Intel/GNU compilers.
Are the changes covered by regression tests? Yes.
Have the ufs-weather-model regression test been run? On what platform? Yes, on Hera.

• Will the code updates change regression test baseline? Yes, the results are changed by the GF/C3 changes.
• Please commit the regression test log files in your ufs-weather-model branch. Yes, it is committed in my ufs-weather-model branch.
