RouteE Compass v0.2.0

This is the first official open-source release of RouteE Compass. On top of migrating the repository from the private NREL github server, there were name changes to match pypi/crates.io targets, and github actions added.

Caveats

• pip install nrel.routee.compass failure discovered only after creating this release
