Changes:

Make an action to use the clang format file in embedded-base as the format check for this repo
Forked the format check on gh and added an override param for the file
formatted this repo
Edited the build check in this repo to use the new embedded-base dockerfile

Please check this over to ensure it looks good, also check out the clang format and see that its how you want it!
