added github action for windows builds

As mentioned in #88 & #45 the windows builds are no longer active. This moves the builds to GitHub actions and stores them alongside the releases so they never expire

Thank you for the patchset and sorry for not getting back at you before. Before I can merge this it would useful to understand why querying those fields lead to a crash on Windows Server 2022, particularly to understand if this is a clinfo issue or a driver bug.

I'm not sure (it's been almost a year since I looked at this and I can't find any notes on it...), but I can revert the src/clinfo.c changes so that builds are still done in github without changing any of the source code. Sound good?
