Backed out changes that involved replacing use of the Buffer package with a much smaller alternative. This led to an issue in which polyfills for other libraries were not being inlcuded, causing some issues with vitejs apps. I intentionally left some of the code from the original buffer refactor changes as I will be revisiting this later to find alternatives that will help reduce the package size without causing issues the issues we saw with the previous changes.
