Added tag functionality to student TimeLogs page. Tags can be added and are viewed in TimeLogs page. Tags selected from list defined by admin in TagManagement page.
No tests for added functionality - tested manually. This would require 2-3 new test specs to TimeLogs tests, but not done because of current problems with timeLogtests. Should be fairly risk free update.
