* EX_II should be raised when access DEBUG CSRs(dcsr, dpc, dscratch0, dscratch1). * Only Debug/Trace Registers(tselect, tdata1, tdata2, tdata3, mcontext, hcontext, scontext) can be access when hart is not in Debug Mode.
* Add tcontrol CSR. * `tcontrol.mte` will control if enable trigger match in M mode. * medeleg(EX_BP) hardwired to 0. Parter 5.4 in debug spec. tcontrol is implemented. medeleg[3] is hard-wired to 0.
* Medeleg(EX_BP) can be written when `CONFIG_RV_SDTRIG` is off.
