Not urgent but I took a swing at stil parser strictness since I was cleaning up some other things. Moved the rule processing functions into a struct that also houses a
strictfield. Includes a breaking change to thefrom_file_with_optionsfunction to add the extra strict argument. Need to clean up the tests but wanted to get thoughts.
