Make sure these are done (quote from user chadbartel): Disabling Wifi, Bluetooth and then every Network Adapter in Windows Device Manager (including the ~8 WAN Miniports) finally worked for Radio Firmware flash and config. Thanks for the advice.

The tldr: make sure no other information waves could ever even slightly interfere with Radio communications during the process.
