Tension

During sprint pre-planning, there are some routines I'd like to add to make our current default sprint planning/prioritization process explicit.

• the purpose between the pre-work and planning meetings isn't quite clear
• it's too easy to forget there may be some pressing bugs and we need to make sure those make it into the next sprint window
• it's not clear by what rubric we prioritize issues in the sprint
• there is some old cruft (documented tensions) in the policy which should be removed
