Remove some unused Makefile targets, as well as scripts: - build-debug-python - clean-branches - vagrant-test We can also remove the `sdist` step as this is exercised by the `package-source` job.

Do not depend on how FFmpeg was built, just fetch a fresh clone of the FFmpeg repository to generate doxygen tags.
