Update LivestreamRecorder.DB: chore: update .NET 8 and nuget package

- Update the .NET target framework from `net6.0` to `net8.0` in the `LivestreamRecorder.DB.csproj` file
- Update the version of the `Microsoft.EntityFrameworkCore.Cosmos` package from `6.0.30` to `8.0.5`
