The error output message:

CMake Error at /opt/drake/lib/cmake/pybind11/pybind11NewTools.cmake:239 (python3_add_library):
  Unknown CMake command "python3_add_library".

Reproduced error from PR number 368 for the drake-ros repository.

For the commit "Switch from Python3 to Python" it experiences failing tests. It is able to run the entire pybind11NewTools file.
