Convert kintrajopt to use AsLinearInControlPoints

Resolves RobotLocomotion#22533.

This includes a breaking change. The vector<vector<Binding>> return
types for KinematicTrajectoryOptimization AddAccelerationBounds and
AddJerkBounds are now vector<Bindings>.
