this will apply to every environment (dev, stage, and prod) once merged.

That was the intent, as we need to be able to deploy data to all of the environments.

Updating the Agora dev environment to use the t3.micro instance type resolved the issue with failed data deployments documented in AG-1568. Therefore, we want to apply this change across all of the Agora environments, so that we can deploy data to them.
