Modify pipeline to include ability to output to staging environment

Major Changes

1. Add staging environment params to config
2. Add provenance to synStore() in deidentification
3. Check if csv files are formatted correctly and fix if needed by enclosing strings in double quotes

Minor Changes

1. Ignore files and dirs that contain string tmp in their name
2. Use params from config instead of hardcoding values
