custom_config.py and categories.json are overwriten when running from run.py (Trac #1219) #1248

When running sasview from run.py categories.json and custom_config.py files in .sasview dierctory are removed and coppied from sasview src.

This happens because setup,py (lines: 59-69) removes these files.
It is only the problem when you run sasview locally. It is not the problem from builder.

@wpotrzebowski is this also an issue for 5.x? I am assuming not so moving this to the graveyard since it is only a problem for developers I guess and not something to put resources in for 4.x I would guess?

Half resolved because no custom_config.py - what about the rest @wpotrzebowski
