Document editor doesn't support PDFs

Currently, the document editor doesn't know how to handle PDFs (e.g. the tutorials). It needs to be modified to access them in an appropriate way.

#2927 has resolved this by redirecting Help > Tutorials from the program to a browser which can download the online versions of the tutorials.

Now need to resolve for a user who follows Help > Documentation > User Documentation > Working with SasView > Tutorials.

Doesn't seem to be an issue--the tutorials HTML page isn't accessible via the documentation window and seems isn't even included with the docs on SasView (only on the website).
