BUILD-7003 Set up Develocity

• Add develocity plugin
• Add common-custom-user-data-gradle-plugin
• Add custom tags (CI, build, ruling, SQ version, etc)
• Wait for build-scan publishing in CI (the reason why Windows builds didn't work)
• set kotlin.build.archivesTaskOutputAsFriendModule=false ? To be investigated, otherwise differences in tasks input
• System properties are different in each commit (due to reqular_gradle_build_deplot_analyse), for now, I split the build and sonar. Should be solved differently?

To discuss:

• regular_build_deploy_analyze is not cache-friendly...
• Metrics depend on checks, so are almost always executed (re-think modularizations)
• Utils for checks should be in checks, not api, otherwise, everything is rebuilt
• Non-stable data from jar Manifest should be ignored (Build-Time,...)
