Some bug in the build tools causes this to fail on Ubuntu 22.04, but succeeds on 24.04. Thus this depends on #1418. |

Migrate CLI tools to modules so the "executables" can be generated by the build system. Unfortunately, it can only install them in /usr/bin, not /usr/sbin as before.
New cleaned up debian/control.
As setuptols cannot install stuff in /etc, place the nipap.conf.sample /usr/shaer/nipap and let the Debian packaging tools install it in /etc/nipap.
