🤩 Features description [Please make everyone to understand it]

目前的SwanLabConfig有一些抽象，需要更改一下，更改内容包括：

  1. 理清config在init之前和之后的逻辑，添加相关单测
  2. config接入操作员，相当于为config添加代理Proxy，用户设置（执行__setarr__等魔术方法时）时告诉操作员config发生更新，操作员负责完成不同模式下的数据上传工作
  3. 添加一些常用的默认的字段，比如epochs，batch_size等，来自 [ADVICE] Swanlog针对常用指标增加新的接口 #518

为删除watchdog做准备，来自 #579
