Following the response to SystemCrafters#260 we add commentary as to why use-package is not leveraged.

Following the response to #260 we add commentary as to why use-package is not leveraged.
I figured it might be helpful to capture this from #260. On the other hand, you may feel this clutters up the README. Will not be offended if you'd rather not merge this, but thought it might save a few minutes if you wanted to.
