Purpose of this PR
This PR addresses some small issues (input system) that had to be addressed for com.unity.template.hdrp-blank that had to be addressed before it could be made embedded into trunk.
This also removes json settings that would break jobs on trunk.
Additionally this adds the right job to pack the template so it can be embedded easily.
