Reading the Block Directory Guidelines, it sounds like there must be an entirely independent block to qualify. However, I wonder about block variations since their only dependency could be a core block and they appear as a new block in the Inserter interface.

Some examples from real life that I've used:

  • A Card block that is a variation of the Media & Text block
  • A Grid block that is a variation of the Group block

Those would meet all the user-facing expectations of the block directory but not meet the developer guidelines around having a block.json or using registerBlockType.

At this time, they wouldn't be available to be a block-only plugin, but they would be a regular plugin.
