Updated dart_dev config

Motivation

The previous release 1.0.6 failed to create the pipeline

My theory is that this was due to switching the github actions build checkbox too late, and CI thinks it will be run within workiva build

This PR is a minor change, to re-trigger a build from the correct location now that the flag has been successfully updated
