Use Tabs interface instead of Select Url box.

Our teachers get ussually confused because the sections of the application are hidden in the select box.
We propose that the navigation element be the standard "tabtree" object.

It seems more natural and accesible than the current select box.

I hope this PR will be useful and could be integrated in the project.

Hey @juacas Until Moodle 4.0 we had Tabs as the default.
With Moodle 4.0 Moodle chose to instead use the select forms as we are using it. You can see them e.g. at quiz.
To make it easier for the users we came up with the clearer overview page.
While not being perfectly happy with the decision moodle took, we try to use the same UI as moodle core. We talked about your issue and came to the conclusion to accept it under the following conditions:

• There needs to be an admin setting so the admin can decide how the navigation should be displayed
• The standard should be the moodle core way (how it is at the moment)

If you provide us with a patch we would be happy to accept it for the next release offlinequiz 4.4
