Changes

• Updates jest to latest version
• Updates license checker to latest version, and move license checking to the top-level rather than within each module
• Updates a test that was failing with the jest upgrade
• Fix an issue with the declaration of options for ModelManager (used for Typescript type generation)
• Fix a typo in warning message in DecoratorManager
• Moved the test for union type handling in concerto-types to concerto-codegen
