raspi-utils: added new recipe

For now only the 'dtmerge' (including 'dtoverlay' and 'dtparam') and 'pinctrl' utilities are included. Added the 'raspi-' prefix to make it less conflicting with other 'utils' recipes. Signed-off-by: Jan Vermaete <[email protected]>
