Update docs on schema change management.
How
Mostly, this updates the table for detecting and propogating schema changes to reflect what's presented in the UI.
It also moves and renames the doc file and updates links that refer to it.

User Impact
User will see options presented in the UI reflected clearly in the docs
A secondary consideration of this move is to change the location of the doc to match visual organization of docs for ease of maintenance by those working with docs.
